Obituary for Lowell James Foland

Lowell James Foland, age 87 of Hardy, Virginia died September 8, 2020 peacefully at home with his family after a brief illness.
Born in Syracuse, the son of Charles S. Foland and Vera Van de Bogart Foland. He graduated from Eastwood High School, received a BA degree from Bucknell University (Lewisburg, PA) and a Master’s and Doctorate of Education from Syracuse University. He served with the armed forces in Germany. He married the love of his life, Joan Bradford Merrill in 1956.
Dr. Foland was a teacher and principal in the Syracuse Public Schools and served as Superintendent of schools in Afton, Trumansburg, Oneonta and Center Moriches, Long Island, all in New York State.
During his career, he served as President of Chenango County Superintendents’ Association, President of Catskill Area Study Council Board of Directors and President of STAC (Southern Tier Athletic Conference.) He served five years on the NY State Commission of Education’s Advisory Board and six years in the “House of Delegates” for NY State Council of Superintendents. He was also President of Tompkins/Cortland Counties Business/Industry/Education Council and was a past President of Syracuse University’s Superintendent’s Alumni Association.
Dr. Foland was a member of First Presbyterian Church of Cazenovia and served as a volunteer dispatcher with CAVAC.
Dr. Foland is survived by his wife, Joan Merrill Foland, a son Todd Foland of Powhatan, VA; two daughters Amy O’Rourke (Dennis) of Marcellus, NY and Louise Hoerter (Michael) of Hardy, VA; two brothers, Charles E. Foland (Elizabeth) and Gene Foland (Lawrena) of Brewerton, NY; and a sister, Cathryn Wolffbrandt (Eric) of Rio Rancho, NM. A son, Peter Foland predeceased him in 1992.
He is also survived by six grandchildren, Mark Foland, Jody Foland of Horseheads, NY; SSG Michael O’Rourke, serving in the armed forces, stationed at Fort Stewart, Savannah, GA; Stephanie O’Rourke of Syracuse, NY; Peter Fitzgerald of Hardy, VA and Kristin Fitzgerald of Richmond, VA. He has two great grandchildren, Carter and Noelle O’Rourke, and several nieces and nephews.
Graveside services for the family during Covid 19 pandemic will be Erieville Cemetery, Erieville, NY.
